Plugin manifest

Purpose

Declare an optional plugin and the artifacts it contributes.

Use the release source

Copy and adapt plugin.yaml.template to the target project. Fill the placeholders and preserve the applicable project rules. A template is a starting document, not evidence that its checks were executed.
